The setback is due to the ongoing dispute between Huawei and the US government. Things have warmed up quite a bit in the recent past. Huawei has rejected allegations from U.S. officials that it has back doors to network providers around the world. In the meantime, the U.S. Department of Justice has filed a fairly tough lawsuit against Huawei, accusing it of extortion.
It is difficult to say whether the actions of the US government are really justified or whether Huawei has just become an unwilling peasant in the already difficult trade relationship between the US and China.

What does the future of Huawei phones look like in such an environment? It looks like the company needs to double its HMS offerings and look for immediate alternatives to Google Apps to protect its global interests.
Otherwise, Huawei could try to lose its leading position in the smartphone market to other Chinese rivals.
